(LEGAL NOTICE)

The Town of Charlton, NY will receive sealed bids for Community Center Renovations at the Town of Charlton Community Center located at 784 Charlton Road, Charlton, NY. Bids will be received at the Charlton Town Hall, 758 Charlton Road Charlton, NY, 12019, Att: Joe Grasso, Supervisor, prior to 11:00 A.M. on Wednesday, July 2nd, 2025, at which time the bids will be opened and read aloud. Bids received after that time will not be accepted. It is deemed the responsibility of all prospective bidders to ensure that bids are delivered in a timely manner to the location and office of the person indicated herein.

The Work of the project will be let in a multiple prime contract for the following:

  • Contract No. 1 General Construction Work.

  • Contract No. 2 Plumbing Work

  • Contract No. 3 HVAC Work

  • Contract No. 4 Electrical Work

Complete sets of Bidding and Contract Documents in electronic format will be available starting May 28, 2025 from Camelot Print and Copy Centers, 630 Columbia Street Extension, Latham, NY 12110, Tel: (518) 435-9696; e-mail camelotbids@teamcamelot.com; website www.camelotplanroom.com.

Bid and Contract Documents may be examined without charge by accessing the Camelot planroom at www.camelotplanroom.com and clicking on the Public Projects tab at the top left. To obtain the Bid and Contract Documents, all Bidders must register at www.camelotplanroom.com, log into their account and place an order for a digital download of the complete electronic set of Bidding and Contract Documents Registered plan holders may purchase printed copies of the Bidding and Contract Documents for the cost of printing, plus shipping and handling by ordering directly through Camelot. Costs for printed documents and shipping and handling are nonrefundable.

Please note Camelot Print and Copy Centers (www.camelotplanroom.com) is the designated location and means for distributing and obtaining all bid package information. All bidders are required to register with Camelot to become a registered plan holder and ensure receipt of all necessary information, including notices of bid addenda.

A fully executed Non-Collusion Bidding Certification, Contractor’s Qualification Statement AIA Document A305 and Exhibits A, B, C and D, Statement of Bidder’s Qualifications for Historic Restoration Work, Bid Security, Sexual Harassment Policy and Training Certification, and Certificate of Compliance with the Iran Divestment Act must accompany each bid in accordance with the Instructions to Bidders.

Bidders are required to submit with the Bid a Certificate of Registration with the NYSDOL as required by NY Labor Law Section 220-i.

Bid Security in the amount of five percent (5%) of the Bid must accompany each bid in accordance with the Instructions to Bidders. A one hundred percent (100%) Payment Bond and a one hundred percent (100%) Performance Bond will be required of the successful bidder at the time of contract signing.

A pre-bid meeting will be held on Tuesday, June 3, 2025 at 11:00 am starting at the front entrance to the Town of Charlton Community Center located at 784 Charlton Road, Charlton, NY 12019. Attendance is not mandatory for submitting a bid but is strongly recommended.

Prospective bidders may request clarifications of the Bid Documents from the Architect until two (2) weeks prior to bid date by contacting Thaler Reilly Wilson Architecture and Preservation, LLP, by e-mail to apetruzzelli@trw-arch.com . All questions must be submitted via e-mail, no phone calls will be accepted. All e-mails must have the subject line "Town of Charlton Community Center Renovations". All questions will be answered by addendum which will be posted through Camelot Print and Copy Center one 1 week prior to bids date.

Attention of bidders is particularly called to the requirements as to payment of NYS Department of Labor Prevailing Wage Rates, Davis-Bacon Wage Rates, equal employment opportunity requirements, and all other federal, New York State and local requirements.

Funding for this project comes in part through an Environmental Protection Fund grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) and in part through a grant from HUD FY 2023 Community Project Funding program.

This property has been determined to possess historic (e.g., architectural, engineering, artistic) significance and is listed in the National Register of Historic Places and as a National Historic Landmark. All work will conform to the Department of Interior Standards for Historic Preservation. Bidders must have a minimum of 5 years of successful experience in the completion of similar projects for State, National or locally registered landmarks.

No bidder may withdraw his bid within 45 days after the actual date of the opening thereof.

Contract will be awarded by the Town of Charlton, NY which reserves the right to waive any informalities or to reject any and all bids.
