Sealed Bids will be received at the Averill Park Sand Lake Fire District Commissioners Office , at 35 Eastern Union Turnpike (PO Box116), Averill Park, New York 12018 , until 1:00 pm local time on February 10, 2026 . Bid will be opened and reviewed publicly for:
EXTERIOR ACCESSIBILITY IMPROVEMENTS
35 EASTERN UNION TURNPIKE (PO BOX 116), AVERILL PARK, NEW YORK 12018
The work includes, but is not limited to:
Exterior Accessibility, concrete and site improvements, including but not limited to removal and installation of new exterior entrance ramp, stair and sidwalks, trench drains and handrails. new sidewalk, ramp and stair to also include a radiant heat system tied into the facilities existing system. additional site improvements include minor regrading and pavement adjacent to new work, concrete apron replacement and exterior stair repair and refinishing. refer to drawings and technical specifications for additional information.
The Averill Park Sand Lake Fire District will award a Single Prime Contract.
Bids will be received on a Stipulated Sum basis, including unit prices, alternates and allowances, in accordance with the Summary of Work as described in the Contract Documents.
There will be a Pre-bid Conference, at 1:00 pm local on January 23, 2026 at the project site, located at 35 Eastern Union Turnpike (PO Box 116) , Averill Park , New York 12018 , to review the Bidding Documents, as described in the Instructions to Bidders. Attendance at this meeting is recommended as representatives of the Owner and Architect will be present. No additional pre-bid conferences will be scheduled.
The Project schedule anticipates an approximate contract award and start date of one (1) month from bid opening and shall be Substantially Completed by June 29, 2026 for Owner Occupancy and completed and ready for final payment by July 27, 2025. The Contractor(s)' surety, if any, shall be assessed liquidated damages for late completion.
The labor on this contract s hall be performed in all respects in full accordance with the Labor Law of the State of New York. Contractors must conform to the New York State prevailing wage rate schedules which are annexed to and form a part of the specifications for this project.
Bids should not include New York State sales and compensating use taxes on materials incorporated into the work.
In accordance with Section 103-d of the General Municipal Law, at the time Contractor submits its bid, an authorized and responsible person shall execute and deliver a non-collusive bidding certification on Contractor's behalf.
In accordance with Chapter 1 of the 2012 Laws of New York, the provision to State Finance Law (SFL) § 165-a and New York General Municipal Law § 103-g, at the time Contractor submits its bid, an authorized and responsible person shall execute and deliver a Certificate of Compliance with the Iran Divestment Act.
Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time.
Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price.
Bidders on this work will be required to comply with the President's Executive Orders No. 11246 and No. 11375, which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders are explained in the Bidding and Contract Documents.
Bidders on this work are required to comply with NYS Department of Labor Law Section 220-i(6) and be registered to engage in public works projects. A Certificate of Registration is required to be provided with the Bidding Documents.
Drawings and Specifications may be examined on and after January 14, 2026 at C.T. MALE ASSOCIATES, 50 Century Hill Dr., Latham, NY 12110, tel. (518) 786-7400 from 7:30 AM to 4:00 PM Monday through Friday.

Complete sets of Bidding and Contract Documents, in electronic format, may be obtained at no charge from the Engineer/Architect , C.T. Male Associates, Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C. via Camelot Print and Copy Center . Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. Costs for sets of printed documents shall be the responsibility of the Bidder. If requested, documents will be sent by UPS Ground delivery at the non-refundable cost of $10.00 per set for postage and handling.
Additional Digital Procurement and Contracting Documents, as well as all Documents for suppliers and subcontractors, are available via Camelot Print and Copy Center, at the non-refundable cost identified by the Print and Copy Center. If requested, documents can be mailed/delivered at the additional cost identified by the Print and Copy Center.
Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
The Averill Park Sand Lake Fire District reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
