1.1   PROJECT INFORMATION

A.  Notice to Bidders: Bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.

B. Project Identification: Melrose Fire District: Station #20.

• Project Location: 784 NY-40 Melrose, NY 12121

C. Owner: Melrose Fire District.

D.  Architect: Balzer & Tuck Architecture, PLLC, 468 Broadway, Saratoga Springs, NY 12866; (518) 580-8818. 

E. Project Description: Project consists of the demolition of the existing station and construction of a new 10,664 square foot, one-story, five bay fire station with associated spaces and community room.

F. Construction Contract: Bids will be received for the following Work:

• Multiple Contract Project consisting of the following prime contracts:

  • Contract No. 1 - General Building Construction.

  • Contract No. 2 - Plumbing Construction.

  • Contract No. 3 - Mechanical Construction.

  • Contract No. 4 - Electrical Construction.

• Project Coordination: This is a public work project and all coordination of work will be the responsibility of the General Building Construction Contractor selected for the Project.

1.2   BID SUBMITTAL AND OPENING

A. Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

• Bid Date: Friday, June 9, 2023.

• Bid Time: 12:00 p.m., local time.

• Location: the offices of Balzer & Tuck Architecture, 468 Broadway, Saratoga Springs, NY 12866.

B. Bids will be publicly opened and read aloud, as follows:

• Opening Date: Friday, June 9, 2023.

• Opening Time: 3:30 pm, local time.

• Location: Melrose Fire District: Station #20, 784 NY-40 Melrose, NY 12121.

C. The Contract will be awarded at a public meeting, as follows:

• Award Date: Wednesday, June 21, 2023.

• Award Time: 7:00 pm, local time.

• Location: Melrose Fire District Station #20, 784 NY-40 Melrose, NY 12121

1.3   BID SECURITY

A. Bid security shall be submitted with each bid in the amount of five percent (5%) of the bid amount. No bids may be withdrawn for a period of sixty days (60) days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

1.4   PREBID MEETING

A. Prebid Meeting: A Prebid meeting for all bidders will be held at Melrose Fire District Station #20, 784 NY-40 Melrose, NY 12121 on Tuesday, May 9, 2023 at 10:00 am, local time.

• Bidders' Questions: Architect will provide responses at Prebid conference to bidders' questions received up to two business days prior to conference.

1.5   DOCUMENTS

A. Online Procurement and Contracting Documents: Obtain access after May 1, 2023 by following this link: www.camelotplanroom.com. Documents can be viewed free of charge and downloaded at a cost of $10.00, from this website. Bidders can order prints of the documents at their own cost. No refunds will be given.

1.6   TIME OF COMPLETION

A. Bidders shall begin the Work in September 2023 and complete the Work by October 2024.

1.7   BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
