DOCUMENT 001113 - ADVERTISEMENT FOR BIDS

1.1 PROJECT INFORMATION

A. Notice to Bidders: Bidders may submit bids for the project as described in this Document. Submit bids according to the Instructions to Bidders.

B. General information regarding bids.

  1. The project will be subject to Section 106-b of the NYS General Municipal Law, known as Wicks Law

  2. The Project shall be subject to New York State prevailing wage rates. Prevailing wage rate schedules are annexed to and form a part of the specifications for this project.

  3. The project is being partially funded through the New York State Downtown revitalization grants and is therefore subject to the requirements of the grant.

  4. Bids should not include New York State sales and compensating use tases on materials incorporated in to the work.

  5. The City of Glens Falls reserves the right to (1) Reject any or all bids, (2) Award the contract to the respondent deemed to best serve the needs of the City and (3) Waive any informalities or defects in such bids before or after opening. All bids shall include a “Non-Collusive Bidding Certification”. This project is subject to New York State Prevailing Wage Rates.

C. MBE, WBE, and SDVOB Goals

  1. In an effort to promote and assist in the participation of certified M/WBEs as subcontractors and suppliers on the project for the provision of services and materials, the bidder is required to comply with NY States participation goals outlined in accordance with the provisions of Article 15-A of the NTS Executive Law. Successful bidders will show good faith efforts to utilize Minority-Owned Business, Women-Owned Business, and Service-Disabled Veteran-Owned Business subcontracting. The top three qualified bidders for consideration will be asked to provide a utilization plan within 48 hours of the bids being received. The project goals for participation are outlined below.

    • Minority Owned Sub-Contracting Goal: 15%

    • Women Owned Sub-Contracting Goal: 15%

    • Service-Disabled Veteran-Owned Business Contracting Goal: 6%

1.3 BID SUBMITTAL AND OPENING

A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

B. Bidders should submit one original and two paper copies with their submission. Bids must be received by the bid date and time above. Digital submissions cannot be accepted by the City of Glens Falls.

C. Bids will be thereafter publicly opened and read aloud at 11:10am.

1.4 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 45 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

1.5 PREBID MEETING

A. A Prebid meeting for all bidders will be held at the Project Site as listed in Section 1.2.

B. Prospective bidders are encouraged to attend.

C. Contractors will be given access to the site and surrounding areas to get a better understanding of the overall site and existing conditions.

D. No questions will be answered at the Pre-Bid meeting, questions to be submitted in writing, as per section 1.2.

1.6 CONTRACTORS QUESTIONS

1.8 TIME OF COMPLETION

A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.

1.9 BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
