NOTICE TO BIDDERS


INVITATION TO BID:

The Hoosick Falls CSD, hereinafter referred to as the "Owner", will be accepting sealed bids to furnish labor and materials for the following contract:

  • Contract:  Site Construction

Sealed bids shall be received for the Hoosick Falls CSD Main Building Alterations 3 (SED#49-05-01-06-0-001-017) located at 21187 NY 22, Hoosick Falls, NY 12090; Work involves, but is not limited to sitework, septic tank replacement, storm drainage improvements and sidewalk replacement.

Successful bidder for contract noted above will be entering into a single prime contract. Sealed bids for this contract will be received until 3:00pm on Tuesday February 27, 2024 prevailing time. Shortly thereafter, bids will be opened and read aloud. Bids are to be delivered to Emily Sanders, Business Administrator, Hoosick Falls Central School District, 21187 NY 22, Hoosick Falls, NY, ; phone 518.686.7321.

There will be a pre-bid meeting Tuesday February 13, 2024, held at 3:00pm at Hoosick Falls CSD Main Building. General contractual requirements and scope of work will be discussed at this time. A tour of the site will be conducted following the meeting. Bidding contractors are strongly encouraged to attend the pre bid meeting and the tour of the site and facilities.

There is a short period of time from the pre bid date to bid date. Pricing for all bids should be started immediately upon receipt of documents.

OBTAINING CONTRACT DOCUMENTS:

Electronic download is available online with a non-refundable payment in the amount of Twenty Five Dollars ($25.00) for each download request.

Hard copies are available with a refundable payment by check only in the amount of One Hundred Dollars ($100.00) for each set, made payable to "Camelot Business Document Services". A fully refundable payment will be granted to Plan Holders who return their Bidding Requirements and Contract Documents complete and in good condition to Camelot Business Document Services, 630 Columbia Street Extension, Latham, New York 12110; Phone: 518.435.9696 within ten (10) days following the bid opening.

  • Sets are printed upon request only, and will be available the following business day after receiving deposit. Returned sets must be returned in good/unmarked condition by 3/8/24 to receive deposit back.

Compact disc is available with a non-refundable payment of Twenty Five Dollars ($25.00) for each disk. Accepted payment will be credit card or a check made payable to "Camelot Business Document Services".

UPS Ground Service will be the standard method of delivery of hard or compact disc copies, unless requested otherwise. Non-refundable delivery charges shall be determined by Camelot Business Document Services at time of shipment. A non-refundable payment for delivery may be made by credit card or a check made payable to "Camelot Business Document Services". 

OBTAINING CONTRACT DOCUMENTS:

Each bid must be accompanied by a bid bond payable to the Hoosick Falls CSD, in accordence with the instructions to bidders, for a sum equal to 5% of the base bid amount. A bidder may submit a certified check in lieu of a bid bond. A performance bond and payment bond will be required of the successful bidder, each bond for the full amount of the contract price in accordance with the contract documents. If a bidder fails to execute the agreement in the contract documents or to furnish the required performance bond and payment bond within fifteen (15) days from the date on which he is notified that his bid has been accepted, his check or bid bond and the amount thereof shall be forfeited to the Owner Hoosick Falls CSD

No bid will be considered unless received at the specified time, date, address, and in accordance with the Instructions to Bidders. Any bid may be withdrawn without prejudice prior to the official bid opening time or any publicized postponement thereof. Any bid received after the time and date stated above will be returned to the bidder unopened. Bidders may not withdraw their bids for 45 days after the bid opening.

Successful bidders will be required to comply with state prevailing wage requirements of section 220 of New York State Labor Law.

The Owner is a New York State Governmental entity and is exempt from payment of Federal Excise Tax, Sales and Compensating Use Taxes of the State of New York and of cities, counties and other subdivisions of the State. No sales tax is to be paid on labor and materials incorporated in the work.

The construction site shall be maintained during the entire construction period as drug-free, alcohol-free, tobacco-free, and weapon-free. Bidders are hereby advised that compliance with “Regulations of the Commissioner of Education, Part 155” will be required.

OBTAINING CONTRACT DOCUMENTS:

Bids will be evaluated in general conformance with the criteria presented in the Instructions to Bidders section of the Contract Documents. The Owner reserves the right to reject any and all Bids, to waive irregularities in any and all Bids, and to accept any Bid which it deems to be in its best interest.

The right is reserved by the Owner to revise or amend the contract documents prior to the date set for the opening of bids. Such revisions or amendments will be announced to the prospective bidders by addenda to the contract documents. Receipt of addenda, if issued, shall be acknowledged on the bid form.
