INVITATION TO BID

Sealed Bids will be received at 29 Voorheesville Avenue, Voorheesville NY 12186 until 2:00 P.M. local time on Tuesday, October 21, 2025 . Bids will be opened and reviewed publicly for:

• WASTEWATER TREATMENT FACILITY - UV DISINFECTION UNIT

  VILLAGE OF VOORHEESVILLE , NEW YORK

The work includes, but is not limited to, installation of a UV disinfection unit within a below grade pre-cast concrete vault. Work includes connection to existing facility electrical system, bypass pumping and site restoration.

The Project shall be substantially completed on or before July 31, 2026. The Project shall be completed on or before August 15, 2026.

Bids will be received for a Single Prime Contract.

Bids will be received on a lump sum basis.

Bids should not include sales and compensating use taxes on materials incorporated into the work.

Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time.

Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders.

The successful Bidder will be required to furnish a performance bond and a payment bond, each in the amount equal to 100% of the contract price.

Drawings and Specifications may be examined on and after September 18, 2025 at C.T. MALE ASSOCIATES, 50 Century Hill Dr., Latham, NY 12110, tel. (518) 786-7400 from 8:00 AM to 4:00 PM Monday through Friday.

Complete sets of Bidding and Contract Documents, in electronic format, may be obtained at no charge from the Engineer , C.T. Male Associates, Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C. via Camelot Print and Copy Center . Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. Costs for sets of printed documents shall be the responsibility of the Bidder.

There will be a Pre-bid Conference, at 2 PM local time on Thursday, October 2, 2025 at the Wastewater Treatment Facility, 21 Stonington Hill Road, Voorheesville, as described in the Instructions to Bidders. Attendance at this meeting is recommended as representatives of the Owner and the Engineer will be present. No additional pre-bid conferences will be scheduled.

Bidders on this work will be required to comply with the requirements of the NY State Department of Environmental Conservation's Water Quality Improvement Program (WQIP) Grant. The Grant establishes a 30% goal for Minority and Women-Owned Business Enterprises (MWBE) participation. The Grant establishes a 6% goal for Service-Disabled Veteran Owned Businesses (SDVOB) participation. Bidders are required to submit with their bids, completed draft Utilization Plans.

Bidders on this work will be required to comply with the President's Executive Orders No. 11246 and No. 11375, which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders are explained in the Bidding and Contract Documents.

Bidders on this work are required to comply with NYS Department of Labor Law Section 220-i(6) and be registered to engage in public works projects. A Certificate of Registration is required to be provided with the Bidding Documents.

The VILLAGE OF VOORHEESVILLE reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
